PROCUREMENT SPECIALIST (PART-TIME)
UNIVERSITY STUDENT CENTER
(This is not a State/University Position)
 
SUMMARY:   Analyzes costs, negotiates contract details, and offers strategies and solutions to help better manage costs on supplies and vendor services.  Duties and responsibilities listed below are not all inclusive and other duties may be assigned. This position reports directly to the SC Human Resource and Risk Manager.

ESSENTIAL DUTIES & RESPONSIBILITIES:
 
Procurement Responsibilities:
  • Prepares and edits Contracts, Agreements, and MOU’s for internal and external customers and vendors.
  • Develops plans for purchasing equipment, services, and supplies.
  • Negotiates ongoing contract agreements for best price on products and services.
  • Estimates and establishes cost parameters and budgets for purchases.
  • Tracks and reports key functional metrics to reduce expenses and improve effectiveness.
  • Reviews Certificates of Insurance (COI) and endorsements submitted by vendors, contractors, and service providers to ensure compliance with organizational requirements.
  • Maintains an organized system for tracking insurance documents, including expiration dates, coverage types, and limits.
  • Ensure vendors meet contractual insurance requirements before purchase orders or service agreements are finalized.
  • Communicates with vendors to request missing, expired, or non-compliant insurance documents and obtain updated versions as needed.
Compliance & Negotiations:
  • Handles breach of contracts in a timely manner.
  • Coordinates with clients to guarantee terms of contracts are fulfilled in compliance with the contract terms and regulations.
  • Researches regulations to guarantee contracts are updated and in compliance with laws and CSU requirements.
  • Reviews and analyzes all vendors/suppliers, supply, and price options.
  • Creates and maintains good relationships with vendors/suppliers.
 
MINIMUM QUALIFICATIONS:
  • Bachelor’s Degree finance, accounting, business administration, or related field.
  • Proven working experience as a procurement specialist, procurement officer or head of procurement.
  • Knowledge of sourcing and procurement techniques as well as a dexterity in “reading” the market.
  • Talent in negotiations and networking
  • Good knowledge of supplier or third-party management software.
  • Aptitude in decision-making and working with numbers.
  • Experience in collecting and analyzing data.
  • Strong leadership capabilities.
TYPICAL PHYSICAL REQUIREMENTS AND WORKING CONDITIONS:
Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 20 lbs.; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, copiers.
 
Work is performed in an office environment and throughout the campus areas during student programs; continuous contact with other staff, students, faculty, and the public.

SPECIAL REQUIREMENTS:
Satisfactory completion of a background check (which includes checks of employment records, education records, criminal records, civil records; and may include motor vehicle records, professional licenses, and sex offender registries, as position requires) is required for employment. SC will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information.  Failure to satisfactorily complete the background check may affect the application status of applicants.
 
Must possess and maintain a valid CA Driver’s License, maintain appropriate auto insurance, and have access to a vehicle that is in safe mechanical condition.
