Job Description:

Parsons is looking for an amazingly talented Senior Procurement Specialist to join our team!

T5 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 5 (T5) to Parsons in April 2023. Parsons is the prime contractor. This $1.8+ billion contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) and certain reimbursable programs, the FAA NextGen Program, national security programs and aviation safety. Specifically, work includes site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, drafting, contract surveillance, and other technical services as required. Work is performed across the nation in each of the FAA’s nine regions as well as the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey and in several U.S. territories. An average staff of 500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work. 

POSITION OVERVIEW:
Participates in a wide variety of more-complex procurement functions to ensure quality, efficiency, and timeliness of services provided to clients and project personnel. May provide services for a specialized area of Procurement on large projects. Specific assignments depend upon project requirements. The incumbent at this level must be capable of acting as the technical expert in his/her area of specialty. Specific assignments will vary based on project requirements but will generally involve managing life-cycle acquisitions for material (including via Corporate Purchasing Card (P-card) purchasing), charters, equipment rentals, professional services, and Davis Bacon construction. All purchasing activities must be managed and documented in compliance with corporate and federal regulations.

EDUCATION/EXPERIENCE:

Bachelor's Degree in Business Administration (or related field) and typically 6+ years of related work experience is required.

SKILLS/COMPETENCIES:

Procurement experience with a major engineering and construction firm or industrial supplier, excellent written and oral communication skills, a working knowledge of PC software packages typically associated with procurement, and proficiency in utilizing basic Microsoft Office products. In addition, a working knowledge of vendor data control, sourcing, expediting, negotiation, and other purchasing activities is required. 


SPECIFIC RESPONSIBILITIES:

  • Sources and establishes subcontractors / vendors. Performs due diligence to qualify and establish them for eligibility to provide material or services.
  • Utilizes Corporate Purchasing Card (P-card) to procure goods and services under the micro-purchase threshold in compliance with corporate policies. Records payments and performs timely reconciliations.
  • Collaborates with other Procurement representatives and Project Managers in the pre-award solicitation process. Prepares bidders lists, issues Request for Quotations or Request for Proposals, receives and analyzes bids, ensures completeness of bid packages, prepares bid analysis summaries, and makes recommendations for purchase order / subcontract awards.
  • Prepares subcontract documents and amendments, including identification and inclusion of flowdown requirements from the prime contract. Ensures that terms and conditions will be appropriate.
  • Prepares and awards Purchase Orders or Subcontracts commensurate with delegated procurement authority.
  • Serves as primary point of contact with vendors to ensure equipment and materials are delivered to job sites in support of construction schedules, and follows up on assigned purchase orders to ensure adherence to terms and conditions.
  • Initiates action, as required, to resolve any supplier problems which might adversely affect project requirements and construction schedules.
  • Prepares reports and contractual correspondence. Maintains accurate tracking records tailored to the assigned subcontracts / purchase orders.
  • Maintains real-time file documentation, including history of follow-up contact with suppliers.
  • Oversees post-award activities such as obtaining final vendor data and invoices, ensuring data is recorded for vendor performance evaluations, and preparing for closeout and storage of all records.
  • Performs subcontract / purchase orders closeout actions, completes file documentation, and submits closeout files to storage.
  • Serves as primary contact for the distribution of procurement documents, reports, and correspondence to project management, engineering, and other non-procurement disciplines.
  • Evaluates and coordinates arrangements for the safe, most economical delivery of materials / equipment / personnel by selecting the best available transportation modes, carriers, rates, and routing.
  • Performs other responsibilities associated with this position as may be appropriate.


QUALIFICATIONS:

  • Bachelor's Degree in Business Administration (or related field) and typically 6+ years of related work experience is required.
  • Good written and oral communication skills, and a proficiency in Microsoft Office and Adobe is preferred
  • Experience utilizing Microsoft Teams or similar application is preferred.
  • Must be able to meet customer security requirements.  A background check by Federal Authorities will be performed.
  • Experience with federal procurement regulations and Corporate Purchasing Card (P-card) preferred.
  • Experience coordinating logistics and procuring charter flights for personnel or freight services in remote or weather-intensive areas is preferred.
  • This position is fully remote, with some travel required. Although this position is fully remote, current residency within either the Alaska Time Zone or Pacific Time Zone is required.
  • Must be able to meet customer security requirements. A background check by Federal Authorities will be performed.

Salary Range: $72,900.00 - $127,600.00
